AbstractMany studies on gender and disaster focus on women as victims, analyzing the physical and economic constraints that affect their wellbeing in post-disaster situations. Despite the variety of calamities that Japan has experienced over the past decades, attitudes towards women remain principally the same. To this day, traditional gender roles and social norms keep women from engaging in decision-making processes during the phases of preparedness and mitigation. This work aims to examine the causes for women’s vulnerability in such environments by investigating their roles in disaster prevention councils and civil society. The lack of substantive representation and awareness of gender issues are major concerns, but the structure of the Japanese disaster management system must also be reexamined. It is also observed that incorporating gender experts and related women’s groups may accelerate the gender mainstreaming process.
