AbstractIn the near future, several petroleum platforms in the Gulf of Thailand will reach the end of their productive lives and concession periods and will therefore need to be decommissioned. The mission of dismantling such platforms is new to Thailand and the concessions under which they were constructed are unclear in identifying plans and guidelines for the process of demolition. Therefore, there is a need to study the environmental, social, and economic costs of decommissioning plans. Since the operators of the approximately 300 oil and gas platforms in the Gulf of Thailand are ultimately responsible for th e costs of platform decommissioning, developing the safest and most economical methods is a significant business opportunity for companies. This thesis focuses on the process of evaluating the cost of decommissioning offshore structures by studying previo us decommissioning projects overseas with a specific focus on steel jacket platforms. This project also discusses options available in the decommissioning process and the importance of planning ahead as this significantly impacts subsequent costs. The cos t estimate research of this thesis is built on financial statistics of past decommissioning projects and the accuracy of this research is dependent on the quality of these financial statistics. Cost estimates are only as reliable as the information those p rojections are built from. It is difficult to assess the reliability of publicly disclosed information in the field of platform decommissioning and this is an inherent limitation of cost estimation models in this field. This study uses a regression model, which is powerful and frequently used cost estimate tool. A regression curve was formulated usiing the 23 offshore platforms in the Gulf of Mexico. The established equation was then used to predict the cost of decommissioning structures in the Gulf of Thai land based on four weight ranges. These are 2,500 tons, 4,000 tons, 8,000 tons and 24,000 tons respectively. The cost estimation model in this study can be helpful in future cost estimation work for decommissioning platforms in the Gulf of Thailand. It is hoped that this research and future modeling will lead to standard estimation protocols that will allow for accurate estimates and reduce the cost of producing such estimates.
