AbstractResearch performance evaluation is of great concern in higher education. In order to improve higher education, most of the countries have placed an increased emphasis on the effectiveness and efficiency of government supported research. All this means that there is a greatly increased need to be able to monitor research trends, to evaluate competitive positioning in traditional and emerging areas, and ultimately to make more effective resource allocation decisions. College and university leaders are seeking the right combination of evaluative contents and tools to complement their current methodologies for research performance measurement. However, there are no tools which can fully automate the qualitative analysis such as research performance benchmarking of departments / researchers and research trend shifts. At the same time, there are institutes looking for analytical techniques to answer their questions. The purpose of this research is to fill the gap between institutes' requirements and available database resources by producing tools which can help the institutes to make strategic decision. The current research work utilizes a new framework which can evaluate research performance against that of peer groups. Moreover, framework gives concept of peer reference group of researchers, this reference group is formed by keyword analysis of research work of researchers. Further, the framework makes use of citation analysis to support benchmarking for research evaluation. A system is built to show practical implementation of the framework. The proposed solution can provide research performance tracking at different level of detail, such as individual faculty members, university departments or even entire universities. The system can benchmark research performance and can provide ease to user to compare performance across the years. One of the interesting aspect of research trend analysis is to determine research trend shifts which can be defined as to explore the research activity of authors in a given research area. The research trend shift can be determine with in sub area of research domain or across research domain. The system is unique of its own kind, though citation analysis is widely accepted objective measure of research impact, but none of the available systems make use of this measure to benchmark research performance tracking. The system utilizes Scopus database for scientific research work of researchers.
