Abstract | Disasters, whether natural or manmade, have always been a threat to humans. Disasters cannot be avoided but proper management of disastrous situations can help in minimizing the harm it can cause. The management of disasters involves a complex combination of mitigation, prepa redness, response and recovery. During the response stage of disaster, not only organizations such as local government, NGOs, army, internal a nd donor agencies, but also local communities, civil societies, general public and volunteers are involved. Further, different organizations employ different disaster management information systems to collect disaster data. Sharing of such vital information makes a big difference in diminishing the damages caused by any disaster event. As different disaster management systems use different formats and ways of information sharing, a common way for sharing disaster related information can greatly enhance comm unication during disastrous situations for effective disaster management. Linked Open Data (LOD) and Semantic Web are new technologies which can provide a common way of sharing disaster data with enriched semantics. This thesis aims to develop a common standard for data sharing for disastrous situations using semantic web and linked open data technologies and prove its effectiveness in enhancing communication and resource utilization during response phases of disaster management |
