AbstractTo ensure long - term accessibility of digital information, particularly the born digital information, many organizations have started to develop operating systems for digital archives. However, conventional users might not be familiar to these new systems. The situation can get worse if developers and users have different background knowledge. The key challenges in digital archives include contextual knowledge that may change over time and across different designated co mmunities, and the lack of the reference knowledge among designated communities. Thus, in order to help users understand digital archives precisely, the archival information systems should preserve the resources along with their underlying community knowle dge and support users to correctly understand the digital archives by interpreting the concepts appearing in the archives in the right context and linking concepts that are relevant. This research presents a formal approach t o digital archives by enhancing an existing theory of digital preservation and the underlying community knowledge. It also introduces a logical model for recording the evolution of contextual knowledge using ontology. In addition, a prototype has been developed to demonstrate the feasib ility and suitability of the proposed formal approach . The prototype has also been compared with against other well - known archival information systems. It is found that the proposed formal approach can serve as a framework to enhance the capability of the existing archival information systems in order to fulfill the need of understanding digital archives.
