Compliance with community forest management : a case study of Nam Dong in Central Vietnam

AbstractForest area covers in Vietnam more than 17.6 million ha (54%) that has been divided into three groups: special use forest, protection forest, and production forest. In which, 1,211,000 hectares forest managed by households and collective bodies were assigned by government in 1,203 communes, 146 districts of 24 provinces. At present, the Vietnam government wants forest land to become under local control through community forestry. The rules for benefit sharing from forest management are given by decision 178, and the forest protection and development law 2004. In these rules, local people only have had rights to use and manage in short term by Red Book, or protection contract which benefit is only 50.000VND per hectare per year (US$ 3). However, they are facing many problems to get full benefits from their community forests. The really rules for sustainable community forestry are the question for stakeholders that have participated in forest management. The main objective of the study is to evaluate the compliance with community forest management in this study area. The research used secondary data and field data for analyses in quantity and quality. The qualitative analysis showed the root causes and effect of the exiting issues of social values, and the performance of community forest management. lAD (Institutional Analysis and Development) framework adapted from Ostrom (1994) was used in this study. According lAD framework, we understood and cleared the context of community forest, community, rules in use, and compliance with community forest in these communes. The study also suggested mechanisms, actions to improve community forest policy.
