AbstractKeeping balance between conservation and development is a hard task for everyone working in the field of biodiversity conservation. How to better manage the natural resources and what is lacking to improve the livelihood of local people in Phongdien and Aluoi districts after the development activities has been of great concern to the implementing agency personnel. In order to probe this issue, the current study has employed the. qualitative and quantitative analysis to find out the evolution of co¬management in Phongdien Natural Reserve as a result of project implementation. Biodiversity conservation and development can be achieved through the mutual process. Conservation activities relate closely with local livelihoods. Conservation management, therefore, attempts to select a suitable approach to balance these two. This study was conducted with the objective to determining the role of institutional actors as well as local livelihood changes relating to natural resources use and management in PDNR in the Central of Vietnam towards co-management approach. The findings from the study indicate that the management of PDNR has been on the right trend toward sustainable resource development based on the decentralization of power by handing over rights to local people. Due to this, local people's livelihoods have changed significantly. However, there is a long way ahead for PDNR to overcome the constraints including bureaucratic management, weak cooperation among related stakeholders, and insufficient funds and mechanism to gain active participation of related actors. There were different changes in livelihoods of people that imply suitable and flexible approaches toward different social and cultural context. There need to have more research and supports for the development of PDNR and livelihood of local people. Findings of the study show that the management institution for NRM in PDNR is decentralizing to local people. However, this process has still been facing some obstacles due to lack of legislative regulations of property rights for local people in special-used-forest management. In addition, collaborative mechanism between institutional actors and benefit mechanism for local people in NRM in PDNR are not clear. On the other hand, through the projects in the buffer zone not only local people's income can be increased but also can change local livelihood through reducing the vulnerability of the local people from the establishment of PDNR.
