AbstractEmergency of the common transboundary environmental proolem-s-eaased by desiccation of the Aral Sea pushed Central Asia countries (Kazakhstan, Kirgizstan, Tajikistan, Turkmenistan and Uzbekistan) to seek for joint measures through collaboration, coordination and establishment of sub-regional environmental institutions. As a result of this collaboration the Central Asia countries have established environmental institutions such as International Sea for Saving the Aral Sea (IF AS), Interstate Sustainable Development Commission (ISDC) and Interstate Coordination Water Commission (ICWC) for tackling common ecological and socio-economic problems effectively and conduct coordinated policy. This study is an attempt to assess effectiveness of these institutions in overcoming consequences of the Aral Sea crisis, by exploring the methods, approaches and activities of these institutions, as well as their needs, strength and weaknesses. The study was conducted in Gerogly Province of Dashoguz Region, Turkmenistan by comparing the overall environmental and socio-economic situation 10 years ago and present days. This area had undergone severe water salinization and land degradation as a result of the Aral Sea desiccation. Moreover, dust storms in Dashoguz brought from the bottom of the Aral Sea increased sedimentation of salt on the soil of whole region, including Gerogly province. The finding of the study revealed some improvements in the overall socio-economic and environmental situation in the study area. Land cover of the study area within the last 10 years has also changed towards land status improvement and decreased degraded lands. This might be caused by huge number of the projects, implemented by the targeted institutions in the Aral Sea basin region, including the northern part of Turkmenistan, where study area is located. Along with achievements some failures have also been revealed during the study. These failures related with a big number of the programmes and projects which have been outlined, however due to lack of resources and capacity have not been implemented. Moreover, many objectives within implemented projects have been only partly achieved. In addition, there is low level of interaction among the targeted institutions, which leads to negative consequences, such as duplication of activities. The study put attempt in revealing all limiting factors, which preclude successful implementation of the activities, as well as identifying the possible ways of addressing those factors and recommendation for further increasing effectiveness of the explored institutions.
