AbstractThe traditional protected area management structure is replaced by co-management structure at 5 pilot sites under nishorgo support project with aim of establishing a replicable model. Teknaf Game Reserve is one of those pilot sites where two tier institutional structures of co-management council and co-management committee is established. The study attempts to assess mainly the potential of co-management institutions for ensuring good governance situation at the P A. The study also examined how the problems of high priority have been addressed by this co-management initiative in connection with sustainable development of the GR. An in-depth case study method was followed mainly through formal and semi-formal interview of key informants along with field research method. Study revealed that, governance structure change is imperfectly done. Local government representatives and local elites occupy more than 54% of the posts in co-management committees where the resource user representatives and institutional stakeholder covers less percentage that's 21 % and 24.5% respectively. Total budget allocated so far in TGR is much less than total available fund for each site. Again, total fund spend under NGO supervision at ground comprises only 14.53% and training plus workshop expenses comprises 26.77% of the total expenditure. Co-management at site level has prominent managerial weaknesses. Uncoordinated development initiatives of different government sector and NGOs have given rise to critical situation for co-management. Continuing weakness in administration of FD about P As at national level along with not improving field level working capacity has reduced efficiency of co-management at TGR. The extent of initiatives and incentives for stakeholders under NSP was not up to requirement based on need of the area and working condition. Utilization of mainly local elites to bring good governance situation under traditional rural power structure dominated by village politics along with unequal resource holding has reduced the acceleration of co-management attempts. Also, sharing governance situation and governance experiences of NSP at different level is lacking. Lastly, applicable ideas for future advancement by continuing co-management are proposed.
