An impact evaluation of a socio-economic development program on poverty reduction and resources management in ethnic minorities and mountainous areas of Vietnam : a case study in Son Dong District, Bac Giang Province

AbstractSince 1999, the Socio-economic Development Program in extremely difficult communes has been launched by the Vietnam Government with strategies to enhance hunger eradication and poverty reduction activities in ethnic minorities and mountainous areas over the country. Bac Giang is one of the provinces in the Midland and Northern Mountain Regions of Vietnam with high incidence of poverty and under the investment of the Program. Main objectives of the research were to evaluate the impact of the program on Poverty Reduction and Resources Management at the study area as reflected by the beneficiaries' perception on benefits gained from the program and its impacts on social, economic, institutional, environmental and resources management aspects, and by obtaining their satisfactory level on program performance. Based on the evaluation of the program, recommendations are proposed to strengthen the development program in the future. The research was conducted in Vinh Khuong commune, Son Dong district, Bac Giang province. Stratified sampling method was applied for two ethnic groups in the commune including the Kinh and the Minority groups. Methods of data collection in this study were standardized household surveys, key informants interview with program staffs, village and commune authorities, as well as field observations. Both quantitative and qualitative techniques were applied in data analysis of the study. It has been found in the study that there were positive changes to the poor households regarding social, economic, institutional, environmental and resources management aspects. Specifically, high positive impacts have been found in terms of food and nutrition improvement, health condition, crop income, social and other expenditure, accessibility to institutional services, increase participation, improve sanitation and irrigation system. Although the program has been targeted to the poor households in the most difficult areas, the Kinh group with more favorable social and economic conditions was found more benefited from the program than the Minority group who has more constraints. Perceptions and satisfactions of the poor on the program are generally high in both groups but it is higher in the Kinh group compare to the Minority group. However, both groups also encountered some problems in this Program. Especially, lack of capital, limited land resource, and crop and livestock diseases are three most serious problems to the Kinh group; and lack of water for agriculture, lack of capital, and limited land resource are three most serious problems to the Minority group. Based on findings of the study, certain recommendations have been proposed to improve the poverty reduction program in the future.
