AbstractIn response to the degradation of fisheries resources due to open access exploitation in Tam Giang Cau Hai lagoonof centralVientam, community-based fisheries management(CBFM) wasintroduced in 2003. Itis recognized that local fisheries associationshave played a crucial role in the implementation of CBFM as the major partner of the state for communities' fisheries management. Until now, there are 49 local Fisheries Associationshave been established inThua Thien Hue provinceof Vietnam. This study is based on primary data collected through questionnaire survey, interview, group discussion and key informant interview. Secondary data was also used to supplement for the study.The study examinedthe implementation of community-based fisheries managementin Tam Giang Cau Hai lagoon, Thua Thien Hue province. Ithas also evaluated the level of awareness as perceived by local people, localpeople‟s participation on community based fisheries management, andthe effectiveness and weakness of current community based fisheries management/ local fisheries system. The study found that although several constraints arestill existing, the legal framework for CBFM in Thua Thien Hue province is clear and innovative supporting the development of CBFM implementation. Awareness of local people about local FA‟s objectives and regulation is atneutral level. Most of respondents are satisfied with local FA establishment and implementation. Regarding the level of participation, most respondents attend meetings organized by local FAs but most of them attended these meetings in passive way. In addition, the level of participation in building management plans of local FAs is weak, andthe participation in monitoring and evaluation of local people is limited. Furthermore, several issues asthe constraints and effectiveness of the implementation of CBFM arealso identified.Finally, several recommendations are given for improving community based fisheries managementimplementation as well as local fisheries associationsystems.
