AbstractNam Mang 3 hydropower dam was built in 2002 and completed in 2005. It is 75 km from Vientiane Capital. Construction of the dam required the resettlement of two villages and affected communities‘ paddy fields. Since the completion of the dam and resettlement, the livelihoods of affected people have generally improved due to greater access to different types of livelihood assets; however, agriculture land shortage is still the main concern for their current and future livelihood sustainability. Resettled people have lost access to natural resources but have also substituted these with other livelihood assets, and adjusted to the new livelihood activities. Yet, the majority of resettled people perceived alack of capacity in substitution of livelihood assets adaptation, putting their livelihood in even harder condition than before, while the non-resettlement villagers can still access the same level of natural assets, while facing with heavy restrictions from the National Park authorities. Moreover, local affected people from three villages believe that their livelihood condition would have been even better if livelihood alternative programs had matched their context.
