AbstractLand fragmentation is a common phenomenon in My Loc district, Nam Dinh province, Vietnam. It has both advantages and disadvantages on agricultural production. Based on the need of agricultural development, land consolidation is required to consolidate separated small land plots. By comparative two fragmented communes, the research found the different between them in two sectors: land fragmentation and land consolidation and the perceptions of local people and government on them. The survey focused on main reasons of fragmentation land, characteristics of its and procedure of implementing land consolidation as well as effects of this policy in two communes. Besides, a comprehensive review of the literature of land fragmentation, land consolidation and process of applying this program was also done. Based on the information obtained, the research gave some recommendations to contribute on the successful of land consolidation program, that will toward development economic for both households and local region. To collect primary data, three main research methods were applied: (1) participant and field observation; (2) questionnaire interview (key informant, household); (3) group discussion. Two study sites (commune level), My Ha and My Thang, were selected 20 key informant, 60 households and 2 group discussions respectively were interviewed. Secondary data and other information were obtained from the report of district, communes as well as village level.
