Factors affecting decision-making of farmers on rice farm investment under changed land tenure policy : a case study of Pyapon township Ayeyarwady delta of Myanmar

AbstractThe research examined factors affecting farmers’ decision - making on rice farm investment in Pyapon Township, Ayeyarwady Delta of Myanmar. The study includes two major objectives ; to analyze the relationships of input and production including cost and return of rice among 3 groups of farmers based on land tenure types and to analyze factors influencing farmers’ decisions to invest in rice farming . Factors will be divided into three approaches as economic, social and biophysical factors. The research was conducted in Pyapon Taman Village where there are far mers who h ave land use certificate already after new land policies 2012 which is called “secure tenure” group , farmers who do not have land use certificate called “insecure tenure” group and also farmers who hold both types of land called “semi - secure tenu re” group . Based on three groups, total 89 sampled households are interviewed by structural survey questionnaire. The result found that farmers change their practice from traditional into intensive farming more than before. Farmers used high yielding seed varieties, agrochemical inputs and farm machinery as the key inputs to increase productivity. Moreover, there was no obviously difference among groups of farmers in different tenure type except annual income, source of credit from government bank which only farmers who have land use certificate can access to receive credits and loans . However, from the economic effic ien cy, i t was found that farmers from semi - secure and insecure tenure groups had economic inefficient and loss revenue while secure tenure group can receive small amounts of returns. In comparison to the situation before and after having land use certifica te, yields of paddy was increased gradually while the quantity of inputs also increased double or triple. The model of multiple linear regression shows that land holding size, age of household head, rice income, total cost of machinery, quantity of fertili zer, quantity of fuel and number of family labour were consistent with yields at the percentage of 66% . Regarding to f actors affecting investment decision , the analysis applies WAI in order to determine the degree of influence . In the overview of these thr ee factors, biophysical factor was ranked the first priority with the level of strong influence for secure and in secure group, followed by biophysical factor and social factor. However, biophysical factor was ranked the most important attribute for farmers from semi - secure group, followed by eco nomic and social factor. For the willingness to continue rice farm investment, almost farmers from three groups intend to continue it . Farmers from secure group want to continue investment due to the bene fits of access to credit and loan from the government bank, while farmers from insecure group need to hold land legally and believe strongly that changed land tenure policy will give a chance for them to have land ownership. For semi - secure group, they had financial constraints t o struggle for their livelihood and t hey did not want to give up on land because they can still receive inc ome from producing rice. Labour scarcity , the volatile rice price, high cost of inputs and low productivity were c ommonly found in the study area. R ecommendations are provided to suggest involved stakeholders to formulate a ppropriate policy and increase the project for rural development in order to strengthen farmers to increase their productivity as well as increase in better livelihood standard regarding to invest in rice farming.
