Abstract | The main purpose of this study was to understand the changing pattern of socio economic develo pment at district level in Aceh and evaluation of the impact of rural development policy (PNPM and BKPG). In Aceh, there are two main programs in terms of rural Development. There are National Program for Community Empowerment (PNPM Rural) and Financial A ssistance for Village Welfare (BKPG). The specific objectives of the research are to analyze impacts of related policies and programs in rural development; to identify and assess the satisfaction of the impact in selected components in rural development; a nd to recommend policies and programs to reduce the inter - district rural development disparity. This study is brought about making a pattern and trend analysis on rural gap in Aceh in terms of a set of socio - economic indicators on the basis of secondary data. Here, for trend and pattern analysis, two time periods (2007 and 2011) data were considered. This research conducted an empirical study on rural households to examine rural disparity in the local level and their perceptions towards policies and progr ams for analyzing the outcomes of those. To analyze the pattern of rural disparities in Aceh, primary survey was conducted on households from two area of a specific region using a survey questionnaire as a prime tool with a total of 123 sampled respondents . The two areas are Montasik as developed rural area and Indra Jaya as less developed rural area. Other data collection methods were reconnaissance survey and key informants‟ interview. The research was focused on quantitative analysis with the support of qualitative approach. Based on the findings of the study, it can be concluded that overall rural development remains same among all the districts during 2007 and 2011. Main findings of this research found that the overall difference between these two loc ations is that the people in Indra Jaya (less developed) are more satisfied than people in Montasik (more developed) in terms of PNPM and BKPG. People in less developed district (Indra Jaya) also feel more benefit from the assistance from PNPM and BKPG pro gram. In terms of the weaknesses of PNPM and BKPG, people in Indra Jaya feel that they need more budget and also project. This is different with people in Montasik that feel the community involvement is the main thing of problem in PNPM and BKPG that shoul d be better. There is no significant difference between these two locations. The majority of respondents expressed no reduction in poverty rate. In terms of future expectation on presence of PNPM and BKPG, almost all the people in the two study areas are e xpecting the program to be continued. The difference is that people in Montasik expect for more improvement in the implementation of the programs. A set of recommendations were suggested in this research for both rural area (developed and less developed) to impro ve rural development condition and reduce rural disparity in the future. |
