AbstractThe research assessed economic effects of IRP of severely affected households (SAHs) implemented by the high voltages transmission line of EDC project in Cambodia. The specific objectives of the research were to examine types and amount of compensations received by the SAHs from the EDC‘s project; to study the utilization of the compensation of the SAHs for building new assets and investment in livelihood utilities obtained from the EDC project; to evaluate agriculture knowledge gained and utilized by the SAHs with IRP and assess their satisfaction and needs; to assess the changes in occupation, employment and income of the SAHs and to provide recommendations on the improvement of the implementation of IRP program of the EDC project for the SAHs. The research was based on a survey approach applying primarily a qualitative approach with the support of qualitative data. The sampled households in this research were both SAHs with the support of IRP and without the support of IRP. Other primary data collection methods were field observation, questionnaire survey, key informants interview and focus group discussion. Both quantitative and qualitative data analysis were applied in this research. The IRP provided technical training in agricultural activities including system rice intensification (SRI), chicken and pig raisings. The period of the study explore the operation of the IRP from 2009 to 2013 for income recovery of the SAHs with IRP. Main findings showed that all SAHs had received the compensations from the project by type of affected property of both SAHs with and without IRP. However, there was a variation between them in the utilization aspects showing that those with IRP utilized more in the purchase of new agricultural land outside the area and in livelihood equipment while those without IRP spent more on construction of house. All SAHs with IRP received technical support on agriculture in training on SRI, chicken and pig raisings which they acquired agricultural knowledge to work o n their farm but their utilization on those agricultural aspects were limited mainly due to less number of household labor available and inadequate farm input. This caused low income earned from agriculture as compared with their income earning before the relocation. However, the SAHs with IRP had recovered their income earning despite of big loss from sugar palm trees as compared with the situation before their relocation due to new sources of income from non - agriculture. There was no significant difference found in the amount of income earned between SAHs with and without IRP. Moreover, the average income earning from all agricultural sources of SAHs with IRP were lower than the situation before their relocation. This signifies the limited impacts from I RP in income recovery of this group of SAHs in increasing their farm income because the income recovery mainly came from non - agriculture sources. A set of recommendations were given in this research for the EDC on strengthening the IRP program for income recovery for SAHs. These include the increase of utilization of agricultural knowledge learned from IRP training, the provision of loan support to SAHs to try new initiatives from the IRP, provision of vocational skill on non - agriculture to SAHs. The research has implication to propose new criteria in the selection of target SAHs for IRP to enhance viable economic impacts particularly on income recovery.
