Abstract | Like many other developing countries, the forced land acquisition is not a new phenomenon in Myanmar. In Upper Myanmar, 80 percent of the entire population exists in rural areas and agricultural sector provides the principal sources of income, food and emp loyment for local people. Since 1970s, the forced land acquisition has been done by the government to implement the development projects. The authority acquired the land from the farmers but did not follow the process. They violated the laws. They employed the 1953 Land Nationalization Act in acquiring the farmland and giving compensation. The process of the forced land acquisitions executed by the authority, military and influencial businessmen has been addressed rarely by the researchers at the macro and micro level s . The study uses the key informant interview and group discussion s to know the process of the forced land acquisition and associated issues such as, unlawful threatening, trial cases, imprisonment, displacement, family separation, migration and compensation package. Group discussion and household level survey data are used to identify the affected households’ economic situation in landholding size, farm animal ownership, occupation pattern and changes in incomes on the subsistence farmers, the l arge farmers and the commercial farmers of before and after the forced land acquisition in the Upper Myanmar. The result indicated that the affected farming households changed greatly in land holding size, farm animal ownership, occupation pattern and ch anges in income. At the same time, it affected the rural self support infrastructure development and caused a lot of disputes, as well. Thus, the policy attention development towards the land acquisition and development linkages should be focus ed as pro-poor development policy. |
