Local government and stakeholders in managing diverted flood and compensation : a case study of Sena Municipality, Thailand

AbstractSince flooding create the problems to many countries in the world, especially the countries that had the topography and location risk for flooding. The impact of flood started from local area such as community, village even though household, and the affected can be until the large scale or macro economic of the country if flooding has attack or effected to the main economy of that country. Thailand also one of many countries that located in monsoonal region which cause of flooding every year, in year 2006 a long period of monsoonal rain was occurred in Thailand; and by topography of Thailands floodwater from upstream would attack the Bangkok which is the capital city of country. In order to save economic of whole country the government decided to divert floodwater to other places where could receive all water, and the central provinces region were selected. Sena municipality, Sena district, Ayutthaya province is one of many areas where got affected from flood diversion, more than two months local people in Sena municipality have to living with floodwater. The government did not ignore the problems that face to people they compensate money to whom got direction effected from flood such as house damage, property damage, but the compensation has condition for getting not all households can got it. The condition was setting by national government and implement by municipal official which is the first compensation in this area, thus the research has been finding how the municipal government conduct the compensation process. As the flood affected to residential people in many aspect such as living condition, life activity, this research also finding how municipal government preparing people in their locality for flood event, and how has this function been conducted. Based on in-depth qualitative interview and secondary information it is found that, in order to manage the flood the most actions and decision-making were done by municipal government which controlling by provincial government and supporting by other stakeholders such as community leaders, and other local government, each of them had their own role on flood management. During the flood period what the municipal government has been done are in the basic thing such as distribute the food, facilitate people like built the temporary walkway, arranged some place to be the temporary market. In overall of flood preparing for municipal government is quit well, they have the planed and good cooperation with other stakeholders. Regarding the flood compensation as this is the first compensation for flooding in this area, the local government try to conducted it as fair as possible but the problems still occurred which effected to compensation process such as to getting the compensation have some conditions to receive which is constraints limiting a more inclusive and fair for compensation for flood victims.
