AbstractLand is the most valuable asset for all. Cambodia had experienced political changes resulting land ownership and land right have been changed as a prominent phenomenon. After privatization in 1989, land ownership had changed predominantly in high demand area for land development in urban areas, especially Phnom Penh. The deterioration land tenure security not only urban but also rural residents are critical for research. Within sporadic and systematic there has been constraint, weaknesses observed. The study reveals the practices of sporadic and systematic registration, features, progress, benefit provided regarding gender perspective, cross collective participation a mean to enhancing community solidarity and related law. In finding, sporadic registration is viewed as lengthy, costly, bureaucratic, less public participation, not transparent both legally and technically, human resource limitation, being favored the rich, not the poor. Yet, systematic is considered to be acceptable by various stakeholders as transparent in record keeping, technical and legal aid for vulnerable groups, gender friendly, economically process, shorter time, minimum disturbance to landholders, encourage public participation, fairly treated. In conclusion, number distributed under sporadic is much less than systematic, registration process, gender perspective, and a cross-collective participation that is a mean to enhance community solidarity are visible and acceptable in systematic unlike sporadic registration.
