Abstract | This study examines the land use change in Las Piñas and Parañaque, Philippines; cities adjacent to the Las Piñas – Parañaque Critical Habitat and Ecotourism Area (LPPCHEA) , an urban protected area . Analysis of l and use data covering 20 years ; interviews and secondary documents ; perceived ecosystem services; and land use planning and protected area management processes revealed that the two cities followed a typical land use change for urbanizing peri - urban areas , corroborating the hypothesis that urban protected areas per se have very limited influence on their surrounding s . While LPPCHEA contributed to land use change s by attracting informal fisher - folk settlements, factors in the urban have more influence on land use change, including urbanization economies and spillovers ; stakeholder dynamics in land use decision - making; and coastal topography. Consequently, LPPCHEA is valued by urban areas more for its abiotic eco system services , leading to a land use conflict for the site . This existing dilemma of pursuing either mixed use or ecotourism development is reinforced by the lack of coordination between city land use planning and urban protected area management , due to issues in participation and strategic direction . This highlights the need to address issues in urban protected area management, as a way of addressing land use conflict . |
