AbstractVietnam, as one of the fastest developing countries in Asia, is having the high demand for oil refining and petrochemical products for which domestic production is considered the development way to replace or reduce the dependency upon the imported products. Development of an oil refining and petrochemical complex in Vietnam would be very challenging subject to the complexity that a project may have such as technical complexity, mega construction site and management, project financing requirements, EPC contract with procurement activities from worldwide market and vendors, etc. The project management would be crucial for any project owner who wants to effectively and efficiently develop throughout its life cycle covering initiation stage until successful commercial operation. Given the complexity in an oil refining and petrochemical complex, project management process and practices would become more essential for Owner to understand, apply and improve through the project implementation towards the key purpose of project success. The study will provide a practical assessment on project management process and practices that being used in an ongoing large scale oil refining and petrochemical complex developed under an international project financing scheme. The comprehensive project review would be beneficial to the Project Owner to understand as well as find solution to improve such project management practices in order to achieve the successful implementation of EPC phase and then commissioning and commercial operation.
