AbstractLap Vo district is located in the South of Dong Thap province, in between the twin rivers flow – namely the Tien and Hau Rivers. I t has a big amount of silt accumulated annually, making this land fertile and healthy. Besides natural incentives, Lap Vo also faces the issue of annual flooding due to upstream flow , flowing through the Tien and Hau River s . One of the severe impacts is the destruction of the structure of land use, buildings of infrastructures, housing, etc. The main purpose of this stud y is to assess the impacts of flooding on land use planning and propose orientation LUP (land use plan adaptation) to adapt with flooding of Lap Vo district. Both quantitative and qualitative method s are used through collecting primary and secondary data o n site. Statistics of land use influenced by assumed flooding levels which includes two aspects : (i) agricultural land use , (ii) non - agricultural land use . T he current status of LU and flooded area at different flood altitudes and information on current la nd use with flood adaptation possibility is collected through interviews with particular departments and Leader of People’s Committee of the district. Calculation method is based on data analysis from the topographic height map, the LUP map of the research area and hydrological data; then layered to the flood inundation maps and the LUP maps using MapInfo for land use adaptation proposal. Main findings include possible l and use adaptation based upon potential flood analysis from annual inundation statistical data collected over ten - year period from 2000 to 2001. Existing agricultural and non - agricultural land use including public facilities and housing land use are to be analyzed upon potential flood risk to attain suitable measures to mitigate damages. This is also done to assess the impacts of flooding on Lap Vo , while there is not many considerations paid for the moment and also hopefully contribute to engage this research finding to the current planning policies and orientation. Base upon flood impacts assessment and layering of actual land use maps to possible flood maps , recommended measures are to be built , including the implementation of physical and non - physical strategies in flood adaptation on the land use plan of Lap Vo district , upon considering the level of priority for each land use type like food and housing security, and proposed place for water reserved balance . With certain limitations in terms of the precise level of data collected, the limited ground level points allocation in topographical survey, and tools restriction in real application, my effort is to show a inevitable image, which is the Land use adaptation proposal on the upcoming flood risk and our local capacity in dealing with such issue, at least in terms of methods applied.
