AbstractConstruction industry is the second vital industry in Afghanistan after agric ulture that play a significant role in economic situations of the country. The management of this sector requires the considerable endeavors from the early stage of the project life cycle. Pre - project planning is a critical stage of the project to lead to achieve the project goals. During this phase key decision about project scope are taken, that has direct influence on the final outcome. The understanding the pre - project planning pro cess s till is limited in Afghanistan and there is no specific study regarding this subject even it has a significant effect on the outcome of the project. This study focus on the assessment of the pre - project planning process and finding the critical activities of the process and also understanding the e ffects of the process in project’s performance . First of all, two cases were studied to understand the process in Afghanistan. Next, the questionnaire was distributed to know the degree of importance of each activity in the process and also to know the deg ree of actual implementation of each activity in the projects. The SPSS was used to analysis of the data. Finally, two more cases w ere studied to understand the effects of the pre - pr oject planning on the project’s performance. The result of the study shows the pre - project planning process, needs more attention from the organization’s side. Actually more efforts during the pre - project planning improve the project’s performance and productivity of the projects. Recommendation for improve the process are provided at the last chapter.
