AbstractThis study attempts to understand t he government’s steps taken in order to protect the communities and minimise loss caused by cyclone Phailin and to investigate the communities problems, their understanding of the disaster and actions and reactions based on it. The study is then targeted a t finding gaps and issues that need to be addressed in order to reduce future disaster risks during emergency response and disaster recovery activities, in Ganjam District. This is an investigative research, as it is designed to find facts on the response and recovery of cyclone Phailin through qualitative and quantitative data collection and analysis. It targets to clearly understand what is going on and what are the processes involved in Ganjam District during the response and recovery phases of Cyclone P hailin in 2013. Field data collection was done using three interview methods and field observations in two coastal villages in Ganjam District. One village was a purely fishing village while the second was an agricultural village. Collected data was analy sed in SPSS and then interpreted for understanding the various mechanisms of the emergency response and recovery of Cyclone Phailin. The process identified many strengths as well as weaknesses both small and big in nature. In conclusion the major issues w ere made clear and discussed in order to be able to suggest a set of recommendation for every problem that was identified. Ultimately plausible recommendations were made that may be considered to learn from the weaknesses of Cyclone Phailin and be better p repared and reducing future disaster risks.
