AbstractEndowed with huge hydro power potential relative to its domestic demand, the notion of exporting electricity by Nepal to its neighbors has been existing for a very long time; but Nepal has lagged to fulfill its quest. More importantly, BBIN (Bhutan, Bangladesh, India and Nepal) region’s power sector can be characterized by; significant untapped hydro potential in Nepal and Bhutan, seasonal complementary demand patterns, significant difference in peak load timing, rapidly growing growth of electricity demand—all of which are drivers for regional electricity cooperation. But, regional electricity cooperation in this region lags other regions. This study uses SWOT analysis, Analytical Hierarchy Process (AHP) and TOWS matrix analysis—three totally different yet versatile methods— to analyze Nepali stakeholders’ perception on opportunities and barriers in cross border electricity trading for Nepal and even identifies possible strategies that can be adopted to increase quantum of electricity export in the future. This research ranks imperative external as well as internal barriers that are hindering or likely to hinder the progress and the regional as well as internal opportunities that can be capitalized by Nepal.
