AbstractThe agricultural sector of Myanmar has been suffered for long time due to the multiplicity of rules and regulations, insufficient and depraved infrastructure, poor policies and planning, a constant lack of credit, and an absence of tenure security especially to the rural farmers.The rigidity of land tenure fromthe past rules and regulations prevented the cultivatorsfrom land use rights including rightsto transfer, sell, lease or mortgage, thus created adverse impacts on agricultural productivity. When the Farmland Law and the Vacant, Fallow and Virgin Lands ManagementLaw(VFV)are came into effectin 2012, farmers who has land under the categories of farmland or being recorded in Department of Agricultural Land Management and Statistics (DALMS) systemcan obtain farmland use certificate from respective ward or village tract Farmland Management Body (FMB) as their overdue tenure opportunity of official land use rights. Unfortunately, there are many farmers who cannot access such opportunity because some farmers are cultivating under the categories of VFV lands yetbeing unrecognized by the governmentalthough the land had been used as farmland for many years through being allowed by the authority itself previously. With all theseveral factorscontributed from the pastand including the fact that not all farmers are accessible to land use rightin present term, the research explores the impact happened towards the farmer householdsand the condition of their tenure security by studying the difference between the two groups of who able to accessthe farmland use certificate and who are not eligible forthe application in the context of Pyapon Township in Ayeyarwady Delta region.It is resulted that the application process is not difficulty although it is not accessible by every farmers but for those are able to hold that certificate has limited understanding on how much the land use certificate can benefit them as well as how it can actually being used in reality.Moreover, the holding of land use certificate does not bring much effect on the farm inputs, productivities and income but provides formalization of legal land status to farmers. Nevertheless, land use certificate bringsbettertenure security for farmers who are eligible to hold it whilethe condition offarmland without certificateare still unchanged, yet remain with some flexibly of land use till the present time.
