AbstractVietnam's telecoms market remains attractive in terms of its potential growth prospects even with minimal foreign direct investment in the industry. According to the government's obligations to the WTO, a major step change across the telecom sector in overseas strategic is implementing to lead to liberalization in the market. A hard competition among current operators is forecasted in the coming years. HT Mobile prepared a comprehensive and competitive business strategy to join to the market by a new CDMA technology. However, after more than one year of service launching, the company seems to be unsuccessful due to the industry development and unfavorable market conditions. Poor business performance indicators (growth rate of subscriber, market penetration and sale revenue) required HT Mobile's shareholders to undertake an extensive review to evaluate HT Mobile's competitive effectiveness as a CDMA operator in Vietnam and most importantly, whether it has been on the right track to achieving the missions of providing customers with the best available communications services while accelerating the development of telecommunications industry in Vietnam. The root causes of problems are identified including (i) technology limitation and trend, (ii) handset problems, (iii)business model, (iv) business know- how; (v) investment license restrictions and (vi) obstacles of network deployment. In order to improve HT Mobile's business performance, migration feasibility from CDMA to GSM technology is analyzed to justify cost and benefits that company would have if they select this option. A migration plan is decided in expectation of overcome root causes of problems and a number of recommendations for easing and remedying the obstacles and problems which are pending after the migration are suggested such as (i) Recruiting talent people and retaining key staff (ii) Converting current business model - BCC in to Joint Venture Model, (iii) Building up a specific and comprehensive business plan based on the latest market movement and analysis, (iv) Enhance supports from third party to improve "business know-how" of local partner, (v) Organize PR activities to explain minimal environmental impact of mobile radio frequency and require efforts of local authorities to simplify administrative procedures related to site acquisitions.
