AbstractStrategy development and implementation are among critical factors that determine the future of a business. A business strategy is a long-term overall corporate objective that will be realized to win over competitors and occupy the market. It contains of many specific strategies such as: HRD, marketing, pricing... It is very important for PCCC1, a business under equitization, to make proper and relevant strategies for itself. Once no longer an advantageous state-owned business under EVN, PCCC1 will face various challenges and difficulties in the next two years as it undertakes the new business model which requires stabilisation of organisational structure and business activities. This research has analysed the foundations for strategy making which involve internal strengths and weaknesses as well as external opportunities and threats. The analysis also covers recognition of market status, competing abilities and clients’ evaluation and attentions. Based on those detailed analyses, the research has recommended suitable development strategies, especially HRD ones, for the business.
