| Abstract | The project is a research to find out reasons for inefficient situation in term of human resources (HR) of a small shipping agency, which is finding an appropriate human resource management (HRM) framework after a transition in equitization to sustain its competitive advantage through people. Challenges come from small size of organization, nature of a service business, ownership model and the pressure of competition. By reviewing common issues in defining HR strategy and relevant practices to implement it through a diagnostic approach, the research tries to propose some solutions that may improve current situation, implementation of HRM functions and align them closer to strategic approach. Through this case study, the research reveals a significant finding that in a highly competitive context like service business with less back-up in scale and capital, considering HR as the core competency to maintain and invest would enable such organizations to pursue different targets simultaneously, to easily resolve conflict between cost efficiency and differentiation need or be more adaptable in uncertain scenarios. Finally, few recommendations are made for practical implementation of resource-based approach in Vietnamese small and medium-sized enterprises. Further study in a broader scope is also suggested to verify recommendations made. |
