AbstractVietnam telecommunication market generally and mobile services particularly been booming for several years, with the average growth rate at 80%. Being well aware of this very potential market as well as EVNTelecom advantageously existing infrastructure, from the historical moment obtaining licenses, EVNTelecom has been tried their best to roll-out the CDMA 2000 1x 450Mhz network and provided diversified services. However, in parallel with the development and initial successes, EVNTelecom has been facing with many obstacles. A fierce market dominated by GSM operators, the bitter true of CDMA story in Vietnam is some objective factors could be named a few. Furthermore, allocated at 450MHz band, the signal is easy to be interfered and the ability of avoid disturbing is weak; lack of terminals and value-added services embedded in terminal. Otherwise, the legal regulation applied on state-owned company, disagreements occur in the relation between regional telecommunications agents and EVNTelecom is unfavorable and impeded. The research will focus on a bundle of dependent solutions as technology evolution and organizational restructure. The first solution is to migrate existing 2G CDMA450 system to 3G WCDMA which enable attractive, value-added services, enjoying the internationally standard handset and roaming features. The second is to equitize the whole company and to bring a turning-point of the organization model and mechanism, with the participant of foreign strategic investors
