Abstract | The development of socio-economic infrastructure plays a very important role in the country developing strategy, which is a key factor for developing countries to reduce poverty. The fund for development of infrastructure can come from many sources such as private investors, Government, mixed credit. One of the most useful capital sources is financing from International Donor through providing ODA loans. Since 1990s, Vietnam turned to market economy and many International Organization such as World Bank, ADB, EDCF, JICA, etc.. have provided many Loans for development of country. Transport is a sector that has received biggest portion of investment with many road, bridge projects have been implemented. Because of the Donor’s requirements, the project management has been changed to meet international standards of which FIDIC contract has been applied. The implementation of ODA projects has achieved and improved. Despite many achievements had been met, there are some issues needed to be improved to make more efficient of implantation of ODA projects. The study therefore tries to collect data from contractors, consultant and owners to find challenges in using FIDIC contract in ODA transport projects in Vietnam. • Disbursement and payment • Roles of the engineer • Subcontractor • Cost escalations • Variation and Adjustments • Taking over certificate Through investigation, interview contractors and owners and analysis information, the study aims to raise and discuss on the above issues to help relevant agencies to have good experiences and avoid bad cases in implementation not only of ODA Projects but also of other projects. |
