Abstract | Bangladesh is struggling for development since last four decades. Different international donors extend their continuous support to human resource development (HRD) as well women development (WD). Bangladesh has tremendous success in girls’ education but women employment still not visible. Educational institutes are a biggest employment sector for both female and male graduates. There 98% educational institutes runs under private management. Therefore, in 2005, government introduced a 30% Female Teacher Quota system for all non-government school, college, madrasha, vocational and technical institutes. However, even after the quota introduced, no-government educational institutes have not being able to fill the quota. This study analyzed the barriers for the implementation of the quota in these non-government educational institutions. This is study found that women are having difficulty in getting a teaching profession because: (1) teacher selection process is unfair and not transparent (2) women and their family fear for their safety and security in the place of assignment (3) lack of proper housing in remote place and safety during travelling (4) there are not many women in rural areas and since women do not want to live far away from home, it is a more difficult to get women teachers assigned to same places. |
