| Abstract | The PFES is still a new financing mechanism as well as an economic incentive for forest protection and livelihood improvement in Vietnam. It is more than three years since the policy was officially issued and this is an appropriate time to review the entire policy and the implementation process. This study has been carried out by reviewing, analyzing and assessing the legal frameworks and the practice of performance on the PFES in Vietnam in order to find out the initial results relating to the institutional, environmental, economic and social impacts. At the same time, this study discovered the difficulties and obstacles relating to: (1) The arrangement for PFES implementation; (2) The specification of regulations and guidelines; (3) Awareness of people on PFES; (4) Technical issues for forest identification for forest owners; (5) Mechanism for mobilization, distribution and utilization of PFES; and (6) Monitoring and evaluation of PFES. Based on the results of the study, the author has proposed some recommendations and solutions for better improvement of PFES policy in the upcoming time. |
