AbstractWith almost the developing countries do not have the modern technical creation capabilities, technology transfer through foreign investment or foreign trade are the key points for the development and survival. In the economic competition harshness and globalization today, if upgrade development quality in these countries integrating from command economy to market economy as Vietnam, the necessary condition is to know develop and take advantage of science and technical aboard. Specialize for the countries just joint in the industrialization stage as Vietnam, this problem is more important cause the economic still underdeveloped and lack of experience in technology transfer, lack of good transfer environment and many shortcomings in policy. Primary goal for Vietnam government encourage economic growth and development are small and medium-sized enterprises. SMEs with limited resources cannot compete with large enterprises. To be more competitive, they need access to new technology, application. By technology transfer, SMEs can acquire technology to perform better and to encourage innovation through research and development. In the technology transfer process, there are problems that might happen in starting from the beginning until it was successfully completed from transferor to the transferee. These obstacles will make the process of technology transfer to be more difficult to success for both transferor and transferee. These happen because of absent of the independent consultants who can help the transferees searching the fitness technology, evaluate, or controlling the transfer process. This thesis research the role of the consulting in the technology transfer process, analyze the barriers of the firms in such process, survey the experience of technical consulting firms in this process and propose the framework of the co-operating between the technical consulting firms and manufacturing firms in Vietnam.
