Attracting foreign direct investment in Dong Nai Province, Vietnam

AbstractDong Nai located in the key economic region in the South of Vietnam, was the first province to build industrial zones and became the top three localities in attracting Direct Foreign Investment in Vietnam. To look back on the past 25 years, the foreign-invested sector has increasingly expanded, created great motive to acquire technology and changed the economic structure. It has not only reallocated employment under the trend of international economic integration, but also helped to transform the economic structure under the trend of industrialization and modernization. In fact, it has contributed to the increase of the economic competition through improving PCI Index and become a more and more important part of the national economy. The achievements of FDI in Dong Nai province are quite clear and obvious, also the motto “the Government in companion with enterprises” of the province has been highly appreciated according to domestic and abroad opinions. However, what could be done for Dong Nai province to outstand other cities and provinces nationwide in the context of intense competitiveness? Although the PCI index of Dong Nai province has been guaranteed to maintain steady growth for the past years, the total index score has not been “excellent”, in which some criteria are even below average. Some shortcomings in the picture of FDI in Dong Nai province need improving such as problems about inappropriate enterprise structures, FDI enterprises in Dong Nai province are mostly SME from Asian countries; the linkage among enterprises in the same Industrial Zone and among Industrial Zones in the province has not been established; there has been the lack in supporting industries for FDI enterprises; insufficiency of highly qualified labor force; infrastructure investment has not matched economic growth rate; investment promotion has not been professionally carried out and been separated from trade promotion; the monopoly in infrastructure and service supply has resulted in particular drawbacks; potential risks have raised from environmental factors etc. Foreign investment attraction oriented toward sustainable growth requires Dong Nai government to come up with specific solutions which should be aimed at systematic strategy, technical breakthrough and synchronized capability.
