AbstractThe cement industry in Vietnam are considered as a strictly competitive industry, domestic sources of supply excess greater than the demand at level of 34% (total designed capacity in 2009 reached over 60 million tons, while domestic needs accounted for only about 45 million tons), Vietnam has not approached the export market yet. New cement manufacturing plants have continually been come out into society such as Cong Thanh, Thang Long, Ha Long ... Started from the practical issues of increasing competitive pressures of the globalized market economy, Vietnamese businesses - regarded as small in scale, weak in competitive competence – want to exist and develop, required to continually explore the new and creative things, and change in order to match the reality. How do enterprises gather and promote all resources to increase many times the values of each individual which contribute to the sustainable development of businesses themselves? To do that, every enterprise, itself, must specify visions, missions and patiently pursue the business management philosophy of its own. In 2009, Ha Tien 1 brought more two new plants into operation, raising the total designed capacity up 4 million tons, increased double compared to current rates and planning to merge Ha Tien 2 into Ha Tien 1, at that time the total production capacity of Ha Tien 1 will increase over 6 million tons, the number of employees and staffs will increase over 2000 people. To develop firmly, adapt to the new situation, keep and attract talents, Ha Tien 1 need to review the model and its current cultural characteristics and build an appropriate and specific cultural model. This is the practical background of the topic.
