AbstractDuring year 2000s, in Vietnam there are many jointed stock companies which transferred from state-own companies and in market economy they become individually in their business operations (no need supports from Vietnamese government system). Hatien1 also experienced that transformation. Hatien1 was the same as many other state-own companies that had the redundant and low education level workforce, had many supports from government for accounting, had special offer in borrowing on tax interest, price of product is controlled by government, etc. But after transforming to jointed stock company, the government’s subsidization is disappeared so that company must individually decide itself in business world. In order to create more competitive advantages, Hatien1 try to apply some advance systems in strategy of product price, salary system, accounting, etc. But Hatien1 also keeps the majority of elderly workforce and they must work with the state of insufficient health. Although Hatien1 Company applied new salary system according to job title and has good policy for employees that had a chance in attending many good courses for improving the performance of Human Resource but these are not enough. The research will analyze the external and internal environment of Hatien1 and decide the appropriate strategies. After strategic analysis, the research focuses on Cement Production Department - the main station of Hatien1- for recognizing the problems, analyzing the problems and giving the solutions and action plans. The research will help Cement Production Department as well as Hatien1 improve the performance of Human Resource and will get better results in the future in business.
