Abstract | Bidding in construction project, especially in ODA and foreign invested projects, is one of major duties of foreign contractores in general and Vietnamese contractors in particular in growing construction industry. This research aims to identify the critical success/failure factors in construction bidding. Also, it is, through case analysis, to provide POC top management with recommendations to be considered to make the company adapt with changed in the Vietnamese construction market and to consolidate its status and prestige in this market. In other words, what this research aims at, is to mention approaches for enhancing the company's chances of winning construction bids in Vietnam at present and in the future. This study involved participation of senior experts from procurement department of Ministry of Planning amd Investment, Investment Department of Ministry of Transport, Construction economic Institute fo Ministry of Construction, Clients and Subcontractors and Project Manager and colleagues who provided needed information and their objective perception on various aspects of critical success/failure factors in bidding of construction projects. The most critical success factors in bidding construction project of POC are subjective factors such as organization/personnel, technical proposal including technology, company's strategy on bid price and realtionship and lobbying, and ojective factors such as subcontractor, competitor and regualtion on bidding/policy of the local government. By analysing real cases in Penta-Ocean Vietnam office for bidding of success/failure projects, the author herein outlines four recommendations for maintaining, developing and enhancing the ability of Penta-Ocean to be successful in the bidding the investment construction projects funded by foreign capital including ODA projects. |
