AbstractTurnover occurs when an employee leaves a company, usually voluntarily, and must be replaced. When turnover rates are high, it should be a signal to an employer that something iii might be wrong in the organization. In case of Research and Development Center for Petroleum Safety and Environment (RDCPSE), it is definitely correct. Being a State-owned Company (SOE) operating in Research and Development for oil and gas industry, RDCPSE is carrying out scientific and technological studies in the fields of Health – Safety - Environment (HSE) in Petroleum activities. For RDCPSE, people is a the most valuable asset, but in last 4 years, the employee turnover rate has been increasing significantly. Comparing with the average rate of employee turnover in Vietnam, it is still lower but it causes a headache to RDCPSE Board of Director because of rapidly increasing and tending to keep increasing more in the future. What is wrong with RDCPSE? This research aims to answer this question and then provide a measure to solve the problem. It will analyze the reasons why employee leave the company, assess the current performance and deficiencies of human resource function in RDCPSE and suggest several alternatives for dealing with this situation. Being a State owned Company, RDCPSE has some definite limitation in human resource management practice. Therefore, this research will evaluate these alternatives in order to find out the best solution for RDCPSE in dealing with increasing employee turnover rate and put it into implementation
