Abstract | Purpose: The purpose of this research is to find out delay causes of EVN’s power plant construction projects completed in 2010-2012. Methodology: Research was conducted with information and data from EVN’s official reports and documents to identify causes of time delays and to mitigate or to prevent them. Findings: Incompetent designing consultants, difficulties in resettlement and site clearance, ineffective procurement management, improper project budgeting, incompetence of project management units were found as top 5 main causes. And some appropriate recommendations were suggested: to focus on inspecting and monitoring the quality of the survey results, to develop a research in improving capacity of consulting companies in EVN, to organize conferences to improve the quality of consultant works, to be in good relationship with the local authorities, to assign head manager of PMU to be directly in charge of resettlement and site clearance works, to organize campaigns to persuade and to raise awareness of people in the affected areas, to prepare for contingency plan and cost to support affected households, to organize training courses, conferences to exchange experience on compensation and site clearance, to focus on training and professional guide in procurement management, to enhance the investigation and supervision on procurement, to unify a model of procurement management to professionalize the procurement work, to apply centralized procurement policy if equipment is regular or used in many projects, to rebalance long-term financial plan, to prioritize funds for key projects, to diversify loans, to strengthen co-operation with international organizations, to develop and strengthen workforce to be more skillful and experienced, to define the responsibilities of PMUs in case of delayed schedule more clearly, to organize conferences in encouragement and reward more timely and to focus on promoting innovation and improvement in project management Practical implications: These recommendations as suggested in this research would mitigate or prevent time delays in implementation of on-going or future projects of EVN and would lead them to be successful. |
