AbstractDuring the downturn of real estate market in Vietnam was influenced by global financial crisis in 2008 and exceptional high interest rules of all banks in Vietnam. Many real estate developers went to bankruptcy or have been unable to implement their projects. In this market context, TGT, a company specialized in civil construction management took this chance to become a new real estate developer by acquiring projects from zombie companies and changes high quality residential projects which were very trendy during bubble period of real estate to residential products for decent income earners. The company leaders understood that the growing young population of Vietnam, the housing demand for end users would be still very high and stable. This research is conducted for the development of a business plan for Sun River Residential Project which is divided into three sections. The first objective is to review the current situation of real estate and residents for income earners in Vietnam in general and in Hochiminh in particular. The second objective is to analyze the project’s strengths, weaknesses, opportunities and threats (SWOT) connecting to real estate market in Hochiminh city. The final objective is to develop a business plan for Sun River Residential Project and recommendations for project implementation and operation. Information and data through various reports, area residential master plan, relevant legal regulations of Vietnam government, books, newspapers, articles and websites will be analyzed. The purpose is to help TGT management have an overall view on its investment for best results
