AbstractThis paper aims to evaluate and establish the distribution system for the Bio-fuels of PV OIL (Petro Vietnam Oil Corporation). PV OIL is a subsidiary of PVN (Petro Vietnam National Oil and Gas Group), which is undergoing the process of integration with international economy and gradual deregulations of Government in price control. The information and data for this research were collected from the database of PV OIL, the policies of PVN (Petro Vietnam National Oil and Gas Group) and the policies of Vietnam Government about the development of Bio-fuels. Moreover, they were collected and synthesized from data of financial organizations, banks and General Statistics Office. Besides, the data was provided from some surveys with customers who have ever used Bio-fuels in Hanoi and HoChiMinh City and from some interviews which were carried out with some of Government’s Members, chief of PVN (Petro Vietnam National Oil and Gas Group) and PV OIL. The information and data were used and developed in SWOT. From these information and data, we can define strong and weak points as well as the inner opportunities and potential threats to establish a strong and highly competitive distribution system for the Bio-fuels of PV OIL. With SWOT, we can also define the short-term and long-term investment strategies as well as supportive policies and sale promotions to Bio-fuel products. The requirements for support from the government and PVN (Petro Vietnam National Oil and Gas Group) for developing the distribution system in domestic and foreign market are also identified.
