Abstract | After Viet Nam joined the World Trade Organization, Foreign Direct Investment (FDI) inflow has increased remarkably. Tien Giang province with a favorable location has been interested by investors. However, the FDI is still quite low in comparison with other provinces in the Southern region. To identify the problems, the study applied SWOT analysis method to analyze the current situation of Tien Giang in both objective and subjective factors. The model problem solving process is used to develop the solutions. The study identified four critical causes of the problems: poor transportation network, underdeveloped banking services, the lacks of professional and skilled workforce, and not timely promulgated incentives policy. To attract more FDI, several solutions are proposed: (1) allocating more budget from the Central Government to Tien Giang and/or calling for investment by appropriate forms to improve infrastructure; (2) Encouraging foreign banks in opening branches in Tien Giang to create a competition among the banks; (3) Cooperating with Universities in Ho Chi Minh City and abroad to improve the workforce’s knowledge, qualification; and (4) promulgating the private sector development incentive policies to support the firms such as training, trade promotion, post-investing finance programs, scientific and technological programs, technology transfer, staff dwelling |
