Development of Ba Ria Vung Tau as a port cluster -using Singapore as successful benchmark model

AbstractLinde Gas Vietnam (LGV) plans to build the third air separation unit for specialty gases in Ba Ria Vung Tau Province and distribution to other countries in the region by sea freight. It is necessary for LGV to study and analyze the current conditions and other factors that Ba Ria Vung Tau Province needs in order to become an international port hub. This research is to investigate the logistic situation of Ba Ria – Vung Tau Province and identify the key success factors of Singapore as a port hub by through four interviews and analyzing of academic studies. The resource based view analysis on these factors is employed to identify the competitive advantage factors of Singapore, then analyzing whether Ba Ria Vung Tau’s resources and capability can create similar factors. It is identified six factors of Singapore port hub i.e. Government supports, Strong hinterland, Strategic location, Natural characteristic of habour, Information technology and Skilled human resources. However each of these individual factors shall not create competitive advantage, but the combination of these factors makes ports in Singapore becoming unique and logistic hub for the regions. On the other hand, the Thi Vai Cai Mep port cluster in Ba Ria Vung Tau Province also located in strategic location, receiving government supports and having valuable natural deep water habour, strong hinterland, and lower cost however it still lacks of skilled human resources, inadequate infrastructure, and complexity of custom procedure. These are factors that can be improved so that Ba Ria Vung Tau Province can be a strategic location for LGV to invest the third ASU for specialty gases.
