Development strategies of OGPE - J/V VietSovPetro for the declining output period

AbstractThe Oil and Gas Production Enterprise (OGPE) is established in 1987 with twenty people. At the beginning, it was just a small department of Joint Venture Vietsovpetro. Today, after 25 years of operation, it has become the largest of oil and gas production Company in Vietnam. OGPE has been exploiting more than 1.4 billion barrels of crude oil. Since its establishment, the company has a very important role in the national economy of Vietnam. During the time U.S. and Western embargo Vietnam, company contributed to 80% of the state budget. Currently, the company continues to contribute about 20% of the total annual budget of the state. In the present, OGPE is facing a decline in output and many challenges. The company's production rate peaked maximum in 2002 with 94 million barrels of crude oil, and now its output is only about 44 million barrels of crude oil per year. How to sustainable development and the company continues to contribute positively to society? The author – as one manager of OGPE’s functional department, aim to contribute his research to build the new reasonable strategy for declining output period, which focus on business expansion and improvement of human resources management as well as related policies. In this research, the author has used a lot of the well-known business analysis tools, including: Five Forces Mode, SWOT to determine and analyze the internal and external business environment of company. Based on the results of these analysis will help the company to identify its opportunities, threats, strengths, weakness and business market status. After that, the company will select and apply the appropriate overall business strategy. In this research, the author also did the questionnaire survey with OGPE’s main customers and OGPE’s key-man to identify market requirements and how to overcome challenges. Base on the results of survey and its analyses, the report will be proposed the solutions and recommended development the new strategies and implementation overall strategy
