Abstract | MRC Secretariat is an intergovernmental organization, was established since 1995 with the agreement between four countries, Lao, Cambodia, Thai and Vietnam. The staff performance management system was neither incomprehensive nor ineffective. Therefore, in order to improve the staff performance management system implementation at the MRCS, the research was conducted by analyzing factors that influenced effective/successful performance management system implementation of MRCS, studying the effective/successful factors of PMS implementation from other organizations and providing recommendation. The research had been conducted by using qualitative and quantitative methods. The interviews were taken placed at UNDP, SNV and AusAID with HR Manager and 80 questionnaires had been sent to MRCS staff with 42 in return. From the research result showed that the effective factors of implementing PMS were providing ongoing feedback, training appraisers, having multiple raters, compensation & reward, fair evaluation, good leadership, Participation (two way communication), good process of performance & clear performance measures/standards/indicators. |
