Abstract | Human resource management plays critical role in an organization and it helps the organization to achieve the organizational goals and objectives. Therefore, the organization should build a solid human resource management. So far, some organizations are only focusing on organizational expansion but disregard in constructing a solid human resource management. As such, they are not well prepared for the fast growing of their organizations which leads to limited capacity of staff and staff heavy workload. There are many causes to take into consideration such as inappropriate HR planning, inappropriate job analysis, improper staff recruitment & selection process, inappropriate performance appraisal system, lack of staff training& development and lack of staff motivation. To enhance the current HRM practices, an appropriate HRM strategy should be developed. According to the research finding, employees in Cambodia Women Crisis Center are facing heavy workload while their salary is also low. These two aspects lead to employees’ low motivation. On the other hand, HR planning, improper job analysis, inappropriate recruitment & selection process, improper training & development program and improper performance appraisal system have an effect on staff capacity. While lack of employee motivation, inappropriate job analysis, unclear working process, and unclear job description & job specification are the causes of employees’ workload. Furthermore, employees are not satisfied with the current salary scale since it is relative lower than other organizations that have the same size and the same mission. According to the research finding, CWCC should focus on HR planning, job analysis, recruitment & selection, training & development, performance appraisal system, some factors of staff motivation, working process and job description & job specification to enhance an effective HRM strategy. These will help to improve employees’ motivation and reduce staff workload. |
