AbstractProject management plays a key role on business success of the companies in all industries. Especially, in oil and gas industry with many of huge Capital Expenditure (CAPEX) project, all oil and gas companies realize that project risk management and project control management are important monitoring tools of project management and a needed to ensure their business success. Production Sharing Contract for Blocks 433a & 416b, Touggourt Permit, Algeria has the Participating Interests is shared between PVEP (40%), PTTEP Algeria (35%) and Sonatrach (25%). The Operator of the project is Groupement Bir Seba (GBRS) Joint Operating Company which is executing several projects to establish organization’s business, therefore, projects control management and project risk management is treated as high priority. Development of Bir Seba Oil Field (BRS) is being divided in two phases to mitigate technical uncertainties and up-front expenditure. Accordingly, the first priority is to execute phase 1 in a good manner, the success of phase 1 will be the key foundation for full scale development. Also, BRS is a marginal development and the key objectives to minimize CAPEX, achieve first-oil production in mid of 2014. However, there are some issues exposed a potential risk to GBRS business in term of cost grow on company’s EPC- 1 project and first-oil target delay due to project is behind schedule which is recognized as high risk to the revenue of parties. In conclusion, project risk management and project control management through this research identify the problems and the potential risks then propose the mitigation plan for GBRS to shortage first-oil delay and restrain the project cost grow up.
