AbstractIn a project management, there are three types of constraints, quality, time and cost. The project management success is measured by three factors. In these three constraints, if the scope typically increased, time and cost will increase. If a time could tight, costs will increase and scope will reduce, and if a budget could tight, time will increase and scope will reduce. This paper presents lessons learnt from early construction stage of first ODA ADB Road Project in Myanmar. The piratical case study is Maubin-Pyapon Road Rehabilitation project located in Ayeyarwady Delta Region of Myanmar. The paper describes the theories and best practices in Project Management for schedule, cost and quality. ADB funded project is implemented by compliance of ADB' guideline, policy and instruction with the international standard and practices. This standard dominate quality and the process that quality, cost and time for the completion of the specified project scope. This process includes planning; implementation, construction, close-out and defect period stage and this stage are checked by monitoring system. The project management process in Myanmar is not matched with the international process. In Myanmar, there is no attention plan and they consider quantity than quality and also do not have specific manual and guideline for implementation of the project. Nowadays, we are starting to initiate planning Myanmar's manual and guidelines and ADB guideline provides this process and project implementation. Following the existing project management practices in ADB funded project, the paper presents challenges and difficulties faced by project owner in implementing this project. Moreover, a number of practical recommendations for improvement for future ADB projects in Myanmar are made regarding the contracts between the employer and consultant and the employer and the contractors. Finally, this paper also describes lessons learnt from the practical international practices.
