AbstractEstablished in 1980, Dongnai Secondary Vocational School of Economics (DSVSE) in accordance with Decision 288/QD-UBT of Provincial People's Committee, which Finance Service of Dongnai province was authorized to directly manage in behalf of the government. After nearly 30 years of construction and development, the Dongnai Secondary Vocational School of economics has trained more than 20,000 intermediatelevel financial officers and cooperated with universities to train nearly 2,000 economic graduates for the province. In recent years, the enrolment has been reducing quickly. The question here is why does the market share of DSVSE become smaller? When the country was in poverty-stricken status, the school has finished its mission successfully. Though the school has gained a lot of achievement and a good reputation in the past but it has not pay much attention in selecting or retaining great staff and facility development. The purpose of this study is to help school find the best way to solve the problems on human resources development.
